Porta Potty Rental PlanoOne Of The Few Texas Cities That Actually Writes The Rules Down.
Plano requires a serviced toilet on every site with an active building permit, publishes a mandatory unit-count chart for outdoor venues, and makes you screen a unit that sits more than 72 hours. Most vendors have never read any of it. Job site and event restrooms with weekly service built in, because the code demands it anyway.
Plano Wrote Its Own Portable Toilet Ordinance. It Is Worth Reading.
Article XXI of Plano’s Code of Ordinances covers outdoor toilet facilities specifically, and Section 6-37 covers construction sites. Between them there is more enforceable detail here than in almost any city in Texas.
Every Active Building Permit Needs A Toilet, Serviced Weekly
Plano’s amendment to the building code requires at least one permanent or temporary toilet facility at every site where a building permit has been issued, for as long as the permit is active. A temporary facility is defined as a portable, fully enclosed, chemically sanitized toilet serviced and cleaned at least once each week. The ordinance states a Stop Work Order may be issued for a project not in compliance.
There Is An Actual Unit-Count Chart
Section 6-712 sets minimum portable toilet counts for properties under a land occupancy permit used as outdoor commercial amusement, fair grounds or exhibition area, or private recreation facility. Two units minimum at all times, plus more off a chart indexed by persons on site against average hours at the event, running from the 250-499 band up past 35,000. Almost no Texas city publishes anything like it.
The 72-Hour Screening Rule
Section 6-713 requires that units placed under 6-712 which stay on the property more than 72 hours be screened by an enclosure on three sides with a swinging gate on the maintenance side, minimum eight feet high, in wood fencing or an approved alternate. It also requires immediate servicing when a holding tank is full and prohibits obstructing public property or access to it.
You Get The Mileage Before You Book
Plano is well outside our 20-mile base zone from Waxahachie, so an out-of-zone travel fee applies on top of the published $55 delivery. That is a real number and you get it with the quote. On a job that is going to run months, ask about the long-term rate before you fixate on the delivery line.
Plano Is Full. Everything Now Is Redevelopment.
Less than four percent of Plano’s land is undeveloped β roughly 1,800 acres β in a city of more than 300,000 people and 275,000 jobs. So the work is not new subdivisions. It is dense, phased, permit-heavy redevelopment of dead malls and vacated corporate campuses.
Collin Creek Mall
A $1 billion redevelopment on roughly 100 acres, with about 2,930 residential units in the master plan alongside 340,000 square feet of retail and restaurant space and a 200-room hotel. As of April 2026 there were 130 homes occupied and 402 residential lots delivered to builders. Construction in the area is expected to continue through 2028, with the multifamily portion on a 22-month timeline and park construction starting in the third quarter of 2026.
The Parks At Legacy West
StreetLights Residential started vertical work in June 2026 on the former JCPenney headquarters site β a 107-acre mixed-use redevelopment with 261 high-rise residences and three townhomes, estimated completion February 2029. Long-duration vertical work in a tight urban footprint, which is where high-rise lift kits stop being a novelty.
AT&T’s New Global Headquarters
Announced in January 2026: a 54-acre global headquarters campus at Parkwood and Legacy Drive on the former EDS campus, vacant more than six years, consolidating operations from three DFW locations with partial occupancy targeted as early as the second half of 2028.
The North Star Road Data Center
A 425,000-square-foot, two-story data center at 601 N. Star Road with twelve data halls, reported at 72 megawatts at full build. First capacity came online in June 2026 with full completion expected in 2027. Data center work runs long and runs with the kind of headcount that makes service frequency a real line item.
The Willow Bend Arena Proposal
In June 2026 Plano City Council approved a letter of intent, an economic development agreement and a roughly 897-acre TIRZ tied to a Dallas Stars arena at the Shops at Willow Bend, with $15 million in city incentives for demolition and a visitor center. Reported public cost figures vary by outlet, so treat any single number with caution β but the site work implied by an 897-acre TIRZ is not small.
Downtown Infill
The Planning and Zoning Commission approved a revised site plan in July 2026 for 360 apartments at 13th and Municipal in downtown Plano, with a parking garage, courtyards and a pool. Downtown infill means tight sites, neighbors, and unit placement that has to respect the 6-713 rule about not obstructing public property.

Oak Point Park’s Special Events Field and Haggard Park downtown host the biggest recurring dates on the calendar, and both of them come with the Section 6-712 chart attached.
The Plano Balloon Festival
September 17 through 20, 2026 at the Oak Point Event Field on East Spring Creek Parkway, with more than 35 balloons and a schedule that starts at 6 a.m. on the Saturday. The 2024 edition drew close to 100,000 people across four days. Early-morning balloon launches mean units have to be clean and serviced before dawn, not at nine.
The Plano International Festival
Saturday, October 17, 2026 at Haggard Park downtown, 11 a.m. to 5 p.m., free admission and parking, billed as North Texas’s largest multicultural event. It runs an award-winning zero waste program with sorting stations through the venue β worth knowing, because a zero-waste event cares how the sanitation vendor handles its own waste stream.
Plano’s All American 4th
July 4 at the Oak Point Park Special Events Field, gates at 6 p.m. and fireworks at 9:30, with overflow parking at Collin College and the Plano Event Center. A single-evening event with a hard peak is all about unit count at the peak hour and pulling out cleanly the same night.
The Permit Side
Plano requires a special event permit for any event with 100 or more people per day, activities outside the property’s typical use, or temporary structures. The City’s application asks you to declare temporary restroom facilities, sinks and hand washing stations, and hand sanitizing stations separately, and requires restroom locations on the site plan plus a sanitation and waste management plan. The City does not supply restrooms β that is on the organizer.

Plano Questions
The things people here actually ask before they book.
Yes, and it is unusually explicit. Plano’s building code amendment requires at least one permanent or temporary toilet facility at every site with an active building permit, and defines a temporary facility as a portable, fully enclosed, chemically sanitized unit serviced and cleaned at least once each week. The ordinance states a Stop Work Order may be issued for non-compliance. Weekly service is not an upsell in Plano β it is the baseline the code assumes.
Section 6-712 indexes the count by persons on site against the average hours people are at the event, starting at two units minimum and scaling well past the 35,000-attendee band. Give us your headcount and duration and we will pull the figure off the chart with you. Confirm the final number with Plano Building Inspections before you file, since the code is amended from time to time and we would rather you check than take our word for it.
Under Section 6-713, units required by 6-712 that stay on a property more than 72 hours have to be screened on three sides with a swinging gate on the maintenance side, minimum eight feet high, in wood fencing or an approved alternate. Ask us about it during planning rather than after a code officer raises it β it changes where the units go.
Beyond 20 miles from our Waxahachie yard an out-of-zone travel fee applies on top of the published $55 delivery, and Plano is a long way past 20 miles. You get the real figure with the quote. For a build running months, ask about our long-term rate on a three-month commitment.
They are a cost, not a problem. The Sam Rayburn Tollway and President George Bush Turnpike are the practical way in, and a multi-axle truck pays a multiple of the passenger rate. It is built into the number we quote you rather than added later. Worth noting that US-75 through Plano has been under phased reconstruction between I-635 and SH 121, so we plan delivery windows around it.
Yes. We own high-rise lift kits that bracket to the base of a unit so a crane or hoist can set it on an upper deck instead of running crews down every time. Call early on a vertical job so the lift gets scheduled against your crane time rather than around it.
